No! You are completely exemptfrom blocked accounts if you can show an official award letter for a recognized scholarship (e.g. DAAD) covering at least €992/month. 🔒 Who controls the blocked funds? Can the provider withdraw them without my consent?
The funds belong entirely to you, but the account is locked in accordance with German Federal law. Neither the provider (Expatrio/Fintiba) nor the government can touch or withdraw your money. The account merely releases your monthly payout (€992) to your local German bank account.
